Electronics Weekly is reporting this. According to them a Russian state-owned company called Rusnano is interested in taking a significant stake in the company if they build their next factory in Russia.

According to the article Plastic Logic has $200 million in venture capital and Intel Capital and BASF are among its corporate investors.
