I’ve asked a similar question before. Hard to say. But for what it’s worth, here’s an item from The Hill, by way of Publisher’s Lunch:

image Rep. Charles Rangel (D-N.Y.) is facing new questions about why he has not disclosed any royalty income on his 2007 memoir … And I Haven’t Had a Bad Day Since: From the Streets of Harlem to the Halls of Congress.

The Sunlight Foundation, a nonprofit, nonpartisan advocate for government transparency, wants to know why the chairman of the powerful Ways and Means Committee has failed to report royalty income and has not voluntarily disclosed details of his book contract.

No accusation here, either against Rangel or his publisher, a subsidiary of Macmillan. Probably nothing underhanded has happened, as far as efforts to influence legislation. I’d just like to know the full story.
