Surely having Amazon pay them regular rates (as they do with Sprint in the US) is better for everybody than getting whatever AT&T charges trickle down. Especialy in larger markets. Users get (slightly) cheaper prices, the local telco gets more than the roaming fee, and Amazon gets more competitive pricing and more sales. Only loser would be AT&T.
