The business side and his investors dont always like it and the VP is probably apointed by some of the more cash flow driven investors. If the PR department and rejection staff operate inside the cult of cool theyr not going to whole heartedly and on their own denounce their previus gamble's. But this is apple being, they have never liked 3d party developers to have any say in defining what an apple product could or should be used for, and apple under jobs likes to pretend theyr not a pure blood capitalist venture, but when push comes to turn the business interest prevails.
