Everyone else has had at least ten years in which to try and monetize orphaned books, and not only failed to do so but often actively resisted the idea. I don't grudge Google a single cent of any profits they can make from them. Global demand for these seems to be in the tens or low hundreds annually, so I don't imagine they'll be turning over too many billions very soon. Somebody shoot that dog in the manger!
