This is working very well. Indeed, this year 8 of the 15 stories were also available in audio. You can see this year's nominee lists <a href="http://www.nippon2007.us/hugo_nominees.php" rel="nofollow">here</a>. Getting novels available is more difficult, although these days many Hugo nominees can be purchased in ebook format. A few top SF authors also release their books electronically under Creative Commons licenses. As to ebooks winning, the Best Fanzine Hugo has once gone to a publication that was only published online (though it was available as a printable PDF for people who prefer paper).
